There is a online FM converter at yamaha for Montage/Modx which creates a library from DX soundbanks.Dang it... am I that predictable?!
I've tried the Montage (6 I think?) at a music shop and I liked it. I wonder if you can load sysex files onto it, that'd be really useful. I remember also trying the volca fm from Korg, and it was ok. Doing some programming was hard, and 3 voices of polyphony isn't great, although it was nice and compact so good for any travels.
It"s a start even though some parameters like pitch and mod wheel settings are skipped on purpose.
